I assume that you can't finish them off with a gun or grenade and work toward the achievement.

I never buy katana. When I earned the achievement I had maybe 20 total kills with a katana and many fewer "mortal blows." In fact, the game in which I earned Master Ninja I never once even picked up a katana, and I was playing as a Dwarf on top of that (Dwarves cannot mortally wound players since their essence drain alerts the would-be bleeder). I must be so leet that my bullets mortally wound people. I actually earned Master Ninja quite unexpectedly. I never buy katana.
